    Avi To Mpeg1

nothing but horse s^*! trying to convert my avi mpeg4 videos to mpeg1 format for a vcd.
I think the problem lies in the fps.........
TMPENC won't allow the files to be loaded, says their not compatable formats............
many sources with converting information for tmpenc have constraints on frame rate.............
HOw do i fix my avi files(mpeg4 video codecs) to be read by TMPENC?? or What encoder/s will work with various frame rates???

    thx

video codec: Microsoft MPEG-4 Video Codec V2
              bitrate: 524kbps
WIndows Media player statistics puts Actual frame rate @ 14.7- 14.8

Under properties the file gives no information in details tab..........

Ive also tried using ADobe Premiere to open the avi, nothin', comes up as a unsupported or corrupt file............but media player runs it?????????

              thx
