Default H.264 .m2ts lots of artifacts in VLC player but clean in Media Player Classic and TV

H.264.m2ts lots of artifacts in VLC player but clean in Media Player Classic and TV.

In the last few weeks (i think since the latest update of VLC) I have noticed that my blu-ray rips are very blocky (almost like there are maybe 16 visible square fields of the video). The video looks clean in MPC and streamed to TV. Is there a level of processing VLC doesnt do that these others are?
