Angry Almost mystical out-of-sync

There's a movie, length 1:53:25, that becomes 1:53:38 after encoding. Of course, audio remains 1:53:25. And so everything is absolutely out-of-sync. But how can it be? It seems that FPS must be 24.021 in order for sound and video to go together. But in VOBs it's 23.976 all right. So... what's the mystics, uh?

Well, thanks, I think I've solved the problem.
The mystical out-of-sync mystically disappeared as I've tried to use G.Knot for encoding. Well, after all, it should have been called Macedonsky's Sword, if u know what I mean
