Default cannot control file size by bit rate

Please help. I use Nandub, DivX 3.11 and 2 passes to encode my movie. When I encode one of my movies, nomatter what bit rate I specified, the files are still very big. The final bit rate is not the one I specified. The length of my movie is 0:59:39.

For instance, I specified bit rate = 1016 + 128, the resulted file size and bit rate are 743M (761786km) and 212 kbps.

I have tried different bit rate and the file size are very big and uncontrolled by me.

Please help.

Did I set incorrect parameters? What do I have to be aware? Thanks.
