Default Jerky picture with TMPGEC

When I try to convert AVI to VCD with TMPGEC I the movie looks normal but I get a jerky picture...why is that and how can I overcome this problem.

Is there some other programs that are better than TMPGEC???

Are you, by any chance, converting a 23.976fps or 29.970fps (both NTSC) to or from a 25.00fps (PAL) format .AVI?

Yes. The AVI file that I am converting is 29.970fps.

May this be the problem?? Can I change the fps in some way or do I have to start from scratch??
