Default No Keyframes

I encoded a MPEG in VirtualDUB with Divx 5.02, 2 pass

the maximum keyframe interval was set to 250 (Treshhold is 50%), but I have exactly 3 keyframes in ~80000 frames, all on the beginning (in the first 400 frames).
The DivX is working, but you cant jump...

How do I force more keyframes?
