Unhappy-2 ???? "Upsize" a movie ??????

Hi, how can i "upsize" a movie..

with upsize i mean: i have a movie of about 850 mb's (mpeg1/VCD), but its not that great of quality...
how can i make the file bigger,, up to 1300 mb if it must..
But the quality MUST be better than the 850 mb file...

Then original Divx file has better quality than the VCD...,

Or is it better to burn it to SVCD.... i would like to burn it to 2 cd's.

By the way.. i use TMPGenc and Virtualdub to create the mpeg1 file

IS all of this possible.

great thanx...

"upsize" if i undersatand you correctly:

You can try to select
video ---> compression --->DivX MPEG-4 video codec ---> configure ---> data rate ---> 6000

When converting avi --- mpg :
You can select (after selecting a template)
motion search precission ---> highest quality (very slow)
