"Unable to write the file D:\MPEGAV\the hydora campaign1.mpg"

Based on the ".MPG" extension, the file would appear to be an MPEG2-SuperVideoCD, rather than an MPEG1-VideoCD.

Do you know whether VCDGear can process SVCDs, or only VCDs?

If it's a vcd you wouldn't normally be able to play it a reguler player such as WMP 6.4, GDIVX etc... (unless you've installed a software dvd player such as PowerDVD ro WinDVD).

I believe Setarip has covered this topic in the past, search the forum and you should be able to find the relevant posts. You can convert an mpeg 2 or svcd file to avi using TMPGEnc. Guides at vcd-help.com or possibly doom9.net may also prove useful.
