Unhappy-2 AVI to MPEG in Premiere 6

Happy 2004 to all. I'm on the point of leaping out the window trying to make my own DVDs from my VHS tapes. I have Premiere 6 and a Matrox card so have the tools. Can caputure an AVI file, but can't seem to find a way to convert to MPEG in Premiere, which I'm sure I should be able to. Have DVD Lab, Adobe DVD burning program and DVD IT burning programs as well....any advice, or links to tutorials would be most appreciated. I'm trying to convert an AVI with TMPGEnc DVD Source now which seems to be working...there has to be a better way!

TMPGEnc (not DVD) should work..
Or u should replace Premiere with sonic foundry vegas 4.0 with Dolby digital decoder and DVD-author...

with that u can record, edit and render to MPEG then author and burn as DVD...
