Default cant fit 80 min video on DVD

I am using DVDit! PE version 2.5

The encoded video file has 3.76 Gb and the Audio file 164 MB
The length of the movie is 80 min. Encoding: Elementary stream CBR 6000 kbps, Audio 256 k
Somehow I was told that a full length movie of 2 hours fits on a DVD....??
Not in my experience, when I encode the MPEG 2 file with 6000 kbbs it gave me an error: too big file.
In the Project setting it showed 4.8 Gb.
I encoded it again with 5000 kbbs and ONLY then I was able to burn a DVD.
Somehow strange. What am I doing wrong or have overseen?

I tried to burn the DVD with Nero, but it tells me, only 2 Gb fit on an ISO file.
At the startup, I set it to DVD Data and once DVD Video .
