Default PALN output

I'm looking for software that allows PALN output when burning e SVDC.
Does any one know of such a software?

When encoding a file, the only thing you have to think about is the framerate (Pal@25FPS & NTSC@30FPS) the outputformat (PALN, NTSC) is selected by the output thing you use (Eg. DVD player or videocard) The file has nothing to do with it.

I wish things were that easy. Unfortunately within the PAL standard there are different color encoding standards. If you use a PAL-B encoded VCD and your TV set is for PAL-N encoding you will see the image without color.
Most programs are developed in Europe or USA, when you select PAL output they will by default encode in the PAL-B standard. They do not offer the choice of other PAL color encoding like PAL-N or PAL-M.
It is possible that there is some program that will allow different PAL encoding standards, that's why I'm asking if any one knows of such a program.
I really appreciate your help. May be now, that I'v made more explicit my problem, you can help me more.
