Check the playback for such behaviour at each conversion point. Does this first happen:

1) When playing the original source material?

2) After conversion by TMPGEnc Plus?

3) After conversion by TMPGEnc DVD Author?

4) After burning with NERO?

Read the following thread - using the template I've listed there should, hopefully, solve your problem:

Sorry, it's an NTSC-only template.

That brings rise to another question - Is the original (I presume) .AVI at NTSC framerate (29.970 or 23.976fps) and did you use TMPGEnc to convert as PAL (25fps)?

1) Load the original .AVI video file into VirtualDub (or one of its many variants) or NanDub

2) From the "File" dropdown menu, select "File Information"

3) Post (here) EVERYTHING you see (BOTH video and audio information), or post a screen capture .jpg of the information box

It appears that you were mistaken:

"the framerate of the avi was 25 (pal)..."

"Frame size fps : 608x256, 23.976 fps (41708 )"

This is, most probably, the cause for the stuttering...

1) What do you want/need as your ultimate result? - An NTSC DVD or a PAL DVD?

2) Will playback be on a standalone DVD player or only on your PC?
