Default resolution ?

Quick question about resolution. I'm planning to take some home movies recordered on VHS tapes ,capture them to the computer, edit them, and burn them to a DVD. What resolution do I need to keep them in? My editing program asks me to set it. I live in the US so I guess I need to use NTSC. Does 720x480 30 fps sound about right?

Side question, What is a good movie editing program? I'm looking for a program to do transitions between clips and text (maybe even menus) and can handle a lot of diffrent encoding types. I'm currently using and older version of Aist MovieDVsuite. I know I need to upgrade to a better program, but their is so many out there I don't know which are the best.

720x480 @ 29.97fps is NTSC standard.
Sony Vegas for editing, but you'll have to encode to mpeg-2 first (unless you capture directly to mpeg-2).
I author (make menus) everything in DVDLab Pro, but there are many other programs that will do it.
Try Sony Vegas movie studio 4, or Tmpgenc dvd author, etc...

I like Ulead video studio for editing. IMO it's easy to use and has alot of features.
It will do all that you stated and encode. I then use Tmpgenc dvd Author to author.
