Default Tools which can edit MPEG2

It's been around 5/6 years since I have done any video editing/DIVX'ing and of course times have changed.

I want to know, which tools are available (free) which can:

1) Edit MPEG2 videos, such as cut segments of a video
2) add additional audio tracks (With AC3 support)
3) add titles to the video and make transition effects
4) insert images into a video, like a logo at the bottom right hand of the screen
5) finally, save the entire file into various file formats including MPEG2 or even to AVI

I know adobe can do this but... I prefer not to pay such a ridiculous price for software of which I wont even use 85% of the functionality.....

Not free but Womble is pretty good and can cut on a frame by frame basis. However, it does not mux subtitles. So, if you want subbies, you need to save in elementary streams and then mux with muxman (free).
