Default VOB Files for DVD Question

Is there an easy way to take a bunch of vob or mpg2 files and make a DVD without a bunch of decoding and re-encoding.

of course! you just have to give scenarist m2v files and it will make a correct dvd structure. But if you need menus etc. you'll have to prepare them in scenarist. Scenarist will not take vob files - it needs separate video and audio streams.
