Default Where are blank orange frames coming from?

I used Premiere CS3 to fix an out of sync section of a video and saved it as a MPEG2 NTSC - then I created a menu and burned it in Nero 7. When I play it back there are periodic blank orange flashes - which are blank frames that are orange in colour. Why am I getting this and how can I prevent it? Otherwise the video quality is great.
