I've not heard of anyone having a problem with the much recommended DVD wizard/template.

The problem probably comes from an NTSC avi being converted to a PAL mpg.
Do some searching on NTSC to PAL conversion methods.

"because whenever i tried it it the video would stop at start very slightly..."

This sounds more like the result of using poor quality media.

If the speculation by "reboot" is correct, you can find information regarding the required conversion process at:

For information regarding converting NTSC files to PAL format and vice-versa, go to:

"i just checked the framerate of the avi and its 23, does this mean its NTSC?"

Open the original AVI file(s) in "VirtualDubMod" ("File" > "Open Video File"). Then go to "File" > "File Information" and post everything that is listed in both the video and audio sections of the dialog box, or post a screenshot of the information.

When you say that the "video would stop at start very slightly" as you put it, have you tried playing the output from TMPGEnc in a few different software players - does it exhibit the same behavior?

Yes, a framerate (as per your "File Information" screendump) of 23.976fps is that of an NTSC format file...

Have you looked at the link I provided to you earlier?
