Default Closed Captioning

Can any of the subtitle aps be used to create closed captioning for broadcast television?

I would like to do this myself for a TV Show that I am producing:

Any help would be greatly appreciated.

There is, however, a tool to convert SRT files into closed captioning. I've never tried it, so I don't know much about it... but look up the program "ccextractor" and it can convert between .bin (CC) and .srt.
