Not quite sure what you want to do ... are you recording from an external source? If so, you have to make sure the source has been activated and not muted. To do this, go to the Windows control panel, select "Sound and audio devices", click on the "Advanced" button on the "Volume" tab, this opens up the volume changer thingy.

From "Options" select "Properties", and then select the right audio input device for "Mixer device" (for my on-board audio, it was "Realtek HD Audio Input" - the "recording" option should now be selected below, check all the boxes below that and press "OK". This changes the volume controls to the recording/input sources, make sure the source you're recording from (usually "Line Volume" or something like that) isn't muted (I think it's muted by default in Windows XP).

If the sound is not clear, then make sure the volume of the recording source has been turned up (both in the Windows volume changer, and also for your source). Other than that, there's not much that can be done. Also, I would use a free tool called Audacity, instead of Sound Recorder - search the net for guides on how to record via Audacity.
