You could use TMPEnc (http://www.digital-digest.com/dvd/do...s/tmpgenc.html) and get the shareware version, it has all the features to convert from VCD to DVD, but you can only use the MPEG2 encoding feature for 30 days but you can probably find a version with full MPEG2 Support another place on the net. I think it was removed after Beta 12a ( A good search on Google would probably help you get it, if not just use the newest version and convert within 30Days). install both the old version and the new version, because you need some of the templates from the new version.

but the real question is why you would want to convert from VCD2DVD, the quality would not be better, it would probably be worse.

but here is how to do it, load the VCD file into TMPEnc and then press the load button under "output stream type" and find (the new versions templates) either "DVD (PAL)" for PAl or "DVD (NTSC)" for NTSC, to load the template for the DVD standard.

press configure and select advanced, and under "image position method" select "Fit to frame. If you want you can choose a different audio Bitrate and a different Video Bitrate

Good Luck

Of course, you'll also need a DVD-burning-capable program, such as the latest version of NERO...

Vcdhelp.com contains a method which allows you to produce a "vcd dvd", thereby you can avoid re-encoding related quality losses and store numerous vcd's on a single dvd.
