Angry-2 Adobe Premiere VCD problem...

I am having some problems with Adobe Premiere regarding MPEG-1/VCD encoding and was wondering if anyone could help.

Basically here is my problem. The original file was out extremely out of sync so I imported it into Premiere and razored out pieces of the video to put the audio and video back into sync.

Once completed, I watched the whole thing in the Premiere preview window and it worked perfectly and smoothly. However, as soon as I encoded the video using the Adobe Media Encoder, problems arose.

I have come to the conclusion that at the EXACT same points in the video that I used the razor tool and put the two pieces of video back together, at these same points in the encoded VCD file the video has an instant skip, freeze, or some kind of duplication of the same frame.

I do not understand why this is happening because when I view the video IN Premiere, it works just fine. However, when I export the video it gets all out of sync again because of these skip points.

I have tried exporting and encoding the video to many different types of file types and have had the same problem each time. I tried MPEG-1, MPEG-1/VCD, MPEG-2, MPEG-2/SVCD, MPEG-2/DVD, Quicktime, and Microsoft AVI with all available codecs.

The only one that has successfully exported the video without these skips is a Microsoft AVI file using the CINEPAK codec. HOWEVER, this codec makes the exported video extremely pixelated and has very crappy quality.

My basic goal is to get this thing to extract in MPEG-1/VCD format without these problems I am having. If anyone knows how to fix this problem, PLEASE let me know.
