Default bad quality when burn to cd

hi all,
i got problem when i burn video files to cd using Nero 6 (using make VCD function) . the sound sometimes got very noisy and the images got too much distorted.

they didnot happen when i played on my computer using windows media 9.

anyone know why?
is the problem coming from my cd burner or something else?

It's the nero encoder. Do not use Nero to Encode.
