Default Flickering clips

I am making a montage video with a lot of really small clips, and ive put them all together. Today when i compiled it to MPEG it seemed to be going good, until i noticed a flicker on some of the clips the ficker seemed like it would show a frame forward and a frame backward, and was very annoying. I have recompiled it twice and i still get the flicker in the exact same spots. I have looked at the original clips and there is no flicker what so ever. I have also tried to encode it to avi and i still got the flicker on certain clips. And there is one clip that is "laggy" but the original is not. Any help on my problem is most appreciated. I am using adobe premiere.
