Default MPEG2 encoding error

I'm a newbie.

I have NERO 6 Ultra Edition.

Trying to burn VCD from regular mpeg file.

I get error "You are using a beta version of the encoder, Due to patent license restrictions, the MPEG2 encoding?converting is not available."

I have downloaded and run the MMA plugin from nero.com.

Does anyone know how to fix this?
