How do I re-compress a movie to get the best possible quality of the resulting video?

What type of file are we talking about. If it is already compressed you aren't going to get any more quality by recompressing

      It's an AVI file.

I know I cant make it any better. I need to know about how the codec should be set and which is the preferable one for the best possible quality of the resulting movie.
      Thanks a lot!

Well it has a lot of variables. What is the duration of the file?

          To SKD_Tech

The "File Information" screengrab clearly indicates that the video is 8:29 (eight minutes and twenty-nine seconds) in duration...
