A good OGG Vorbis converter

I'm looking for a program that can convert wav files to the OGG Vorbis format at bitrates lower than 64 kbps. Any suggestions?

Scratch that question. Instead, what do I need to make converting audio in an avi from wav to ogg in nandub?

Using ogg in nandub is a bad idear, as far as I know, seeking will become impossible when using ogg audio in an avi file.

You shoud use ogm files instead, to hold both audio and video.

try this new technique to make ogg theora
encode video with the vp3 codec from On2 technologies.
i haven't tested it yet, but ogg squish supports it.
they are being developed to mux good together like wma/v
at least until tarkin is released.

ogg theora, is still in the very early stages of development, it will probably be a long time untill this will rival divx encoded video.
The VP3 codec, which theora is based upon, doesn't look good compared to divx.

Ok never mind then. I was just impressed with how good ogg sounds at such low bitrates and thought that I could implement it into my movies for better storage.

just a little extra info.
ogg works good with mpeg4 video.
smaller audio = more video space
best quality would be divx5.0.2
