dvd menu creation

I need a good advise on a software that makes dvd menu.
i dont own a dvd-r, so the sofware should make the menu outside the regular dvd-r program, and will be imported to another computer that has a dvd-r.
anyone ?

Check out DVD Menu Studio..by MediaChance. Slick vector graphics..bitmap import....Wicked high end surface textures and reflective glows etc...there's a demo download.
