Horizontal lines on all moving objects

I get horizontal lines on all moving objects! Have tried lots of different codec’s and get the same result, that there are black horizontal lines on all moving objects on my converted files. The original is a vob file which looks fine but as soon as I convert it to divx or something else the lines appear! I have tried several programs, codec’s and settings but the result is the same! So please help what am I doing wrong?
