Sony Playstation STR Encoding and TMPGEnc

does anyone have the VFAPI plugin for TMPGEnc called:

strdecode.vfp ??

this will allow TMPGEnc to read Playstation Movies in the format .STR

The TMPGEnc site used to have it, but now the link seems to be different...

if no one has this file... does anyone else know how i can convert a .STR file to say, .mpg or .avi?

i know of some programs that will play .STR files, but none of them will allow me to convert to .mpg or .avi
