Having Trouble Playing DVD's

I seem to have problems during playback with the TV-out option enabled. Ive tried with PowerDVD playing DVD's and Win Media player playing MPEGs. It plays fine when i diable the TV out and only the monitor is playing but when i enable the TV out, the movie starts playing choppy, more so on the DVD then the MPEG (MPEG playing off HD). Ive tried outputing with TV Tool with macrovision off but still is choppy. Here's my system layout..

Athlon 1.4G
512 133 Ram
GeForce2 MX400
Sony x16/x40 DVD-ROM

If i missed any other info let me know.
