Telecine of 30 FPS film footage to 23.976 FPS HD video

Is there a procedure for telecine'ing or converting 30 FPS film footage to 23.976 FPS HD video? The 30 FPS film footage was originally shot for direct transfer to standard definition video with no 3/2 pulldown. Is there a way to now telecine the 30 FPS film footage to 23.976 FPS HD video? I am looking for a pull up procedure that will do the inverse of 3/2 pulldown, by deleting fields or frames instead of adding additional fields. Is there a technique that will achieve this?
