Crop 3 lines in mpeg-2 video

How can i crop the top three lines in an mpeg-2 video (preferably without using avisynth)?

Virtualdub(with MPEG2 plugin) can do it. But the output will be avi.
TMPGEnc Plus will do it if you want a MPEG2 output.
