I need a program to make a highlight video

I need you guys help. This lady wants me to make a video for her son to send to colleges so he can get a scholarship. She want me to put a circle around him just like in the video link below so the coaches can see who he is. I've got the video highlights. but I don't know how to add the circle. what program would I use and how Would I do it?

I have tmpgenc authoring suite, nero 9, windows live movie maker, roxio my dvd. i have a bunch of other stuff laying around but a lot of it isn't compatible with windows 7

Q1: Have they changed the name to something else!?!?

Q2: What is the latest version!?!?

Q3: Which version do you like? You know sometimes some Software when they upgrade they take away some of their Best features .... or they are not as Easy to work with.

Corel has bought ulead out. my friend use vegas to do it. thanks guys

I was searching for Ulead Video Studio ... and Icould not find it ... does Corel make it anymore or ...

As Vance said, Ulead has been bought out by Corel. UVS was till verion 11. Now the version 12 is Corel Videostudio ProX2. I am using it and it is definitely faster than the earlier version 11.
