Is this h264 encoder or decoder problem???

    I got this strange problem.

In our project we encoded a clip with embedded timecode of 960x540 resolution using TI h264 encoder and muxed into .mov format using MPEG4IP.

When we played this file using QT player we found a certain 'video cut'(I dont know what else to call it).
This video cut was not observed when we played using VLC player.
This video cut is observed at embedded time 9:38:59:21 at the bottom.
The following is the link to the file(63mb):
    freakshare(dot)com/files/kwu52wjq/9_38_59_21(dot)MOV(dot)html

Can anybody tell me whether this is encoder problem or decoder problem???

We had checked the h264 file before muxing and it is clean.

I would like to add my opinions first which I had forgot.
    1. I don't care if you know TI h264 encoder or not.
    2. I think its a general problem and anybody who has some H264 knowledge should be able to tell.
    3. I think its a decoder problem but I am not sure of it.
    4. I also observed the 'video cut' with real player v15.0.
