What do you mean by freezing? Does the video skip/stutter now and then? If so, what resolution are you watching the video at, SD, HD, 4K?
Sounds like a CPU or GPU issue. If you're sure your computer is fast enough to play the video (HD?), maybe see if you need to update your GPU drivers, as most should support accelerated playback of YouTube videos so it shouldn't be using too much CPU.
What kind of GPU/graphics chip is it? YouTube uses VP9 codec for most of its videos, so ideally, your GPU should support accelerated decoding for this codec in order to not have performance issues. The HD videos that you play offline may be using a different codec that your GPU supports.
